Not all countries have a full post code file to reference against. Some countries have information to street level, others only to town level. However, for the majority of countries the addresses are improved considerably by either matching to an official postal address file or standardising address elements to known address entities (streets, town, localities, cities and postcodes).
If an address does not match to a postal address file it does not mean that it is not deliverable, it just means that the matching software was unable to match it. In many cases an address is captured via the owner of the address, so it is likely to be valid, especially if all the correct address elements are present. If all the elements are there then it is likely to be a bad address.
